Generation 4 Arena Changes

We will be making some changes to Arena ranking at the launch of Gen 4. Currently, the leaderboard is not an accurate reflection of skill but rather a reflection of who can afford to make the most number of decks and cherry pick the strongest one. We want rankings to reflect skill, so the number of Arena decks you can have at any one time will be limited to 5 and retiring a deck early will incur a 10 elo loss for each loss that deck has under 3. For example if you retire a deck with 1 current loss, you would incur a 20 elo reduction since the deck can have 2 more losses before retiring automatically. This changes will ensure the leaderboard reflects skill both in playing and building an Arena deck.
